Fallout 76 Best Armor Without Power Armor: Sets, Mods and Soft Cap

Fallout 76 Best Armor Without Power Armor: Sets, Mods and Soft Cap

The Fallout 76 best armor outside of power armor is Secret Service Armor for almost every build, closely followed by Brotherhood Recon Armor and the craftable Civil Engineer Armor. The set matters less than you'd think, though. The legendary mods on it and whether you play as a human or a ghoul decide more.

This guide compares the top endgame sets, explains armor weight classes, shows why extra resistance stops helping past a certain point, and lists the mods humans and ghouls each need. If you'd rather play in a suit, everything about that is in our Fallout 76 power armor guide.

๐Ÿ›ก๏ธ Fallout 76 Best Armor Sets Compared

Three sets dominate the Fallout 76 endgame. Base values come from the community wiki fallout.wiki (level 50, five pieces, no mods), the values with the best mods from the community database FalloutBuilds. Both are community figures. Bethesda doesn't publish official tables.

Brotherhood Recon Armor300 / 160 / 160377 / 237 / 237yesno
Civil Engineer Armorbelow the two aboveno confirmed numberyessee below
Heavy Combat Armorclearly lowerno confirmed numbernoyes

The pattern is clear. Recon has the highest damage resistance, Secret Service the most balanced energy and radiation values. That's why Secret Service tops most community rankings as the Fallout 76 best armor for all-round use, while Recon mainly shines against ballistic enemies. According to fallout.wiki, the Jetpack armor mod fits the torso of exactly three regular sets: Secret Service, Brotherhood Recon and Civil Engineer.

Secret Service: The All-Rounder

Regs in Vault 79 sells the plans for this set for Gold Bullion, and each piece also costs a legendary module to craft. The pieces can't be traded, but you can exchange them for legendary scrip.

Brotherhood Recon: Maximum Damage Resistance

According to the community wiki, the plans only come as rewards from Daily Ops or from Minerva's rotating inventory. That makes this set a patience test. If you mostly fight super mutants, Scorched and human enemies, you get the best single resistance value of any regular set in Fallout 76.

Civil Engineer: The Craftable Alternative

According to Nuka Knights, Civil Engineer Armor arrived with the Atlantic City update on March 26, 2024. Plans come from Atlantic City quests, and Giuseppe sells the mod plans for Stamps, the expedition currency.

The German source video by tobkog says crafted pieces can be traded as long as you don't add legendary mods yourself. fallout.wiki doesn't confirm this, so treat it as unverified. As a set effect, Nuka Knights lists a 10% chance to deal fire damage to melee attackers and 35% slower weapon degradation when you wear five pieces.

Heavy Combat Armor: The Starter Set

The heavy variant of Combat Armor is available early and does the job from level 50 to 100. With the Brotherhood mod it gets close to Civil Engineer values according to the video, but it can't take a Jetpack. Good as a stopgap, not as an end goal.

โš–๏ธ Weight Classes: Light, Sturdy, Heavy

Many contenders for the Fallout 76 best armor come in three variants: light, sturdy and heavy. Light pieces weigh little and protect little, heavy pieces protect the most and weigh the most. Secret Service and Brotherhood Recon, the two picks for the Fallout 76 best armor, both count as heavy.

According to the tobkog video, medium-weight armor has a shorter dodge cooldown but usually less durability. You can offset the wear with the Intelligence card White Knight. Heavy sets work better with the cards Bullet Shield and Ricochet, per the video. Both are community claims. The patch notes give no numbers for them.

๐Ÿ”ง Legendary Mods: Human vs. Ghoul

On the Fallout 76 best armor, your legendary mods decide more than the set itself. The English names below come from our banrado mod tracker, which also has a toggle that hides what does nothing for your character type.

StarModEffect (per tracker)For
1โ˜…Overeater'sbonus grows as your hunger and thirst meters fillhumans only
1โ˜…Lucidup to 6% damage reduction as your feral meter fillsghouls only
1โ˜…Vanguard'sup to 6% damage reduction at high healthfull health
1โ˜…Unyieldingup to +3 to all S.P.E.C.I.A.L. except END at low healthbloodied
1โ˜…Bolsteringup to 10% damage reduction at low healthbloodied
2โ˜…Powered+5% Action Point regenV.A.T.S.
3โ˜…Thru-hiker'sโˆ’20% food, drink and chem weight per pieceeveryone
3โ˜…Healthy, Active, Reflex+20 HP, +20 AP, 2% evadeeveryone
4โ˜…Limit-Breakingโˆ’10% critical hit cost per piece, up to โˆ’50%crit builds
4โ˜…Ranger's+5% ranged damage per piece, up to +25%ranged

The video's rule of thumb for the first star: full-health humans take Overeater's, ghouls take Lucid, bloodied players take Unyielding. The creator doesn't recommend Aristocrat's or Reflective. Per the tracker, Healthy, Active and Reflex only come from the Bounty Hunter, not from scrapping.

For carry weight, the weight mods Thru-hiker's, Pack Rat's (junk), Arms Keeper's (weapons) and Belted (ammo) help. There's also the matching Endurance perk card Thru-hiker.

Why Overeater's Is Useless for Ghouls

Ghouls have no hunger or thirst meter. They have the feral meter instead. Overeater's has nothing to work with, and Lucid takes over the same role. If you switch character type, you have to redo your entire first-star row.

๐Ÿ“‰ Resistance Soft Cap: When More Stops Helping

Resistance doesn't scale linearly. The curve flattens: going from 100 to 400 energy resistance does much more than going from 400 to 700. According to the tobkog video, 400 energy resistance cuts a 100-damage hit by about 70%. That number comes from the video and isn't officially confirmed.

That's where the so-called soft cap comes from: the point where extra resistance barely shows. Once your Fallout 76 best armor gets there, put your legendary slots into damage, Action Points or weight instead of even more resistance.

Two mechanics from the video matter here. Percentage damage reduction like Lucid has applied after the resistance calculation since Season 24. The Charisma card Suppressor lowers enemy damage before it. Both come from the video and aren't spelled out in the patch notes.

๐Ÿƒ Perk Cards That Boost the Fallout 76 Best Armor

  • Ironclad (Endurance): according to the video, rank 3 adds +50% to all resistances from your armor, including poison and fire.
  • White Knight (Intelligence): less wear, important for sturdy sets.
  • Suppressor (Charisma): reduces enemy damage output.
  • Bullet Shield (Endurance) and Ricochet (Luck): pair well with heavy sets, per the video.

Which other cards belong in a build is covered in our Fallout 76 best builds guide, a full example in our Fallout 76 heavy gunner build.

๐Ÿ’ก New Since The Slasher: Lighter Build Pays Off

The Slasher update on September 15, 2026 buffed the Lighter Build armor mods a lot. This means the regular armor mods, not the 3-star legendary mod Lightweight. According to the official release notes, the Lighter Build AP bonus went from 2 to 5 on limbs and from 2 to 10 on the torso. Ultra-Light Build went from 5 to 10 on limbs and from 5 to 20 on the torso.

Our math for five pieces, four limbs plus torso: Lighter Build now gives 30 instead of 10 max Action Points, Ultra-Light Build 60 instead of 25. For V.A.T.S. builds that's a real gain where it used to barely matter. On top of that, the torso slot of Pocketed and Deep Pocketed now grants twice the carry weight that limbs do.

Also new: Unyielding now uses boundaries at 20, 40 and 60% health. You need 20% HP or less for the full effect, instead of 19.9%.

โ“ FAQ

What is the Fallout 76 best armor without power armor?

For most players, Secret Service Armor, because it's strong against all three damage types and takes a Jetpack. Brotherhood Recon has more damage resistance but weaker energy values.

Which armor is tradeable?

Secret Service and Brotherhood Recon are bound to your character and can only be exchanged for legendary scrip. The video says crafted Civil Engineer pieces can be traded, which we couldn't confirm.

Is Overeater's worth it as a ghoul?

No. Ghouls in Fallout 76 have no hunger or thirst, so the effect does nothing. The ghoul equivalent is Lucid.

How much resistance do I need?

There's no fixed number in Fallout 76. Because the curve flattens, extra points barely help past a certain value. After that, damage or Action Points do more.

What's the Fallout 76 best armor for beginners?

Heavy Combat Armor. It's craftable early and tradeable, and it holds you over until you have the Secret Service or Recon plans.

Did The Slasher change the Fallout 76 best armor?

Not the base values of the top sets, but it changed the Lighter Build mods, the pocket mods and the Unyielding thresholds.

๐Ÿ“š Sources and Status

Checked against Bethesda's official release notes for The Slasher (version 1.7.26.13), Nuka Knights, the banrado mod tracker, FalloutBuilds and the community wiki fallout.wiki. Some rankings and recommendations come from the armor video by tobkog (German, recorded during Season 24) and should be read as a community source.

Checked against these sources as of October 2026, Fallout 76 Season 26 with The Slasher update. Resistance values are community figures without official confirmation.
